The study considered and developed a vision for the future of Technical Assistance, focusing on how to make markets for advisory services and expertise function more effectively, rather than as has been traditionally the case, viewing Technical Assistance as an instrument of donor policy. The study summarised current TA policy and practice, assessed the case based on different types of market failure for donor provision of TA, analysed the political and stakeholder constraints to change, and considered the issues arising for the operation of markets for TA in the event that TA reforms shift responsibility for managing and procuring TA to developing countries. The study included case studies of innovative approaches and market developments in Uganda and India.
