Project Information
The September 2008 DAC High Level Forum in Accra provides an opportunity to discuss the challenges of applying the Paris Declaration in fragile and conflict- affected situations. This study aims to contribute to both the evaluation of the Paris Declaration and the work of the DAC Fragile States Group. The literature review aims to provide evidence and analysis to discussions in Accra by:
- Synthesising existing evidence on the aid effectiveness challenges faced in fragile and conflict-affected situations;
- Exploring the relevance and application of the Paris Declaration and the Fragile States Principles in different contexts of fragility and conflict; and
- Setting out the key challenges to improving aid effectiveness in fragile situations.
As part of this review, four country case studies - Afghanistan, Burundi, the Democratic Republic of Congo and Nepal - were carried out.

OPM/IDL study on the applicability of the Paris Declaration in fragile and conflict-affected situations
Link to OPM/IDL study on the applicability of the Paris Declaration in fragile and conflict-affected situations posted by the Governance and Social Development Resource Centre (GSDRC). The GSDRC document summaries and library intend to draw out the main findings and policy implications of key selected publications for users in DFID and the wider development community. The GSDRC was established to improve the quality of policy-making and programme implementation by governments, donors, development professionals, and researchers worldwide. The study was prepared by Stephen Jones, Katarina Kotoglou and Taylor Brown.
