In 2005, the DAC Fragile States Group began tracking aid flows to fragile and conflict affected countries through a yearly monitoring report and summary fact sheet. OPM has since 2005 provided support to the development of a monitoring report on resource flows to fragile states and conflict affected countries. The purpose of the report is to provide policy makers and country offices with a tool to better monitor the levels, timing, and composition of resource flows. The objective of the report and analysis is to improve transparency and co-ordination by triggering a discussion in donor agencies both in the field and at headquarters about removing the obstacles to more effective resource allocation to fragile and conflict affected countries. The monitoring report includes an analysis of different types of resource flows, including aid and non-aid (Foreign Direct Investment (FDI), portfolio investment, remittances, export earnings, domestic revenues), as well as different sources of resource flows, including from DAC, non-DAC, and multilateral donors, as well as NGOs, private donors and philanthropic foundations, and global funds.
