The results from a public expenditure review revealed the need to adjust budget allocations in line with the education sector strategic plan and to strengthen aspects of  the overall budget cycle. OPM assisted the Ministry of Education to strengthen its procedures and systems for planning and budgeting, so as to enable the introduction of an effective and sustainable medium term expenditure framework (MTEF) for the sector. Two of the key features of this work were a re-classification of the chart of accounts to facilitate a programme based budget, and the development of costed policy options to highlight the tradeoffs between the main policy targets proposed in the education sector strategic plan.
