The PRSP Secretariat decided to undertake a comprehensive exercise to identify the costs of achieving education targets in preparation for the full PRSP. A key objective of the costing exercise is to use the education strategies and targets identified in provincial documents to build up provincial cost scenarios. OPM assisted the PRSP Secretariat, in consultation with the Ministry of Education, to undertake this costing exercise. It analysed the costs of achieving the targets proposed for Pakistan’s full PRSP, Education for All and Education Sector Reform Action Plan 2001-04, covering recurrent and development budgets. It compared alternative scenarios using different assumptions and showed what targets are feasible under different policy choices and capacity assumptions.
