The Financial Sector Policy team undertakes assessments of the financial efficiency and soundness of individual financial institutions or overall banking systems and the identification of the factors that can contribute to financial instability and sub-standard financial sector performance. Its staff are experienced in carrying out institutions analyses covering a range of financial service providers – including commercial and savings banks, non-bank financial institutions, cooperative financial institutions such as SACCOs, and NGO-MFIs.  The analyses carried out by OPM employ a variety of flexible analytical tools that have been developed by OPM and successfully employed in European and Central Asian transition countries as well as in developing countries in Africa and Asia, as well as those tools developed by other organizations OPM has collaborated with.  OPM is also a leading provider of specialist services in conducting surveys and statistical analysis to support programme design and implementation.
