Financial Sector Strategy
The Financial Sector Policy team brings together the skills of experienced macro economists, banking, micro finance institution (MFI) and other institutional specialists as well as political economists to advise on the design and management of sector strategies for the financial sector. The team is able to provide both broad holistic approaches to the whole sector and to focus in on particular sub-sectoral elements (e.g. Development Finance or Access institutions such as Savings Banks) as required. OPM’s work in this area is invariably closely integrated with that of Central Banks, Ministries of Finance, regulators, particular financial intermediaries, donors and other stakeholders. We are thereby well placed to assist in the formulation / clarification of a vision for the financial sector– as a whole or in part – for the medium to long term. The OPM team is also well equipped to help develop the detailed strategies and implementation plans to achieve that vision.
Advisory work carried out by OPM for particular client countries has also been utilised by the team to develop a number of specialist training programmes including some delivered to staff members of donor organisations. This has included work on the analysis and management of financial crises including the early warning systems that can help to mitigate the risks of a crisis. In this area, the team is well equipped to undertake assignments involving significant international linkages with client countries: recent examples include participation in the IMF/World Bank Financial Sector Assessment Programmes (FSAPs) and the Reviews of the Observation of Standards and Codes (ROSCs).
Finally, the Financial Sector Policy team is easily able to combine its own inputs with the complementary OPM inputs needed for some projects, drawing on, for example, OPM’s expertise in the social and exclusion agendas in the context of poverty reduction strategies and financial sector development plans.
