OPM carried out a regulatory benchmarking study for the South Africa Postbank (SAPB) as it moved into corporatization and established itself as an entity independent of the Postal Corporation (SAPO). The study involved meeting with key managers of the SAPB and the regulatory agency in South Africa and reviewing the regulatory framework governing other postal savings banks operating in other countries (most notably banks in Tanzania, Uganda, Kenya, and with occassional reference to banks in Brazil and Eastern Europe).
