The intent of the donor members of the FSDT (the Governments of Denmark, Netherlands, Sweden, Switzerland and the UK) was not simply to harmonise their efforts in financial sector development and deepening in Tanzania, but to give greater clarity and efficiency to their interventions in the financial sector. OPM worked with the Trust to review their Strategy and to develop a Monitoring and Evaluation System for FSDT. The development of a robust M&E system to support the new strategy was a particularly challenging assignment, given well known difficulties of measuring access to financial services and of attributing changes in access to finance to project outputs. The development of the M&E system for FSDT involved comprehensive stakeholder consultation to achieve agreement on the relevant indicators, on their respective importance and on how to measure them.
