The Rural Access Programme is a roads plus project, implemented by WSP International. It will ultimately function in six districts in Nepal, and comprises the building of rural and feeder roads, plus the development of an accessibility database and indicators, which will identify the nature of access constraints for rural communities and provide a basis for the communities themselves to build capacity and access funds for improving livelihoods. OPM has an advisory role in the central policy element of the project, which involves assisting the Ministry of Local Development in addressing these issues and developing advocacy skills. At a later stage in the project, there will be a need for analysis of the monitoring and evaluation output, to address central policy concerns in Nepal.
