As part of a multi-sector Public Expenditure Review, OPM provided a consultant to undertake a review of agricultural expenditure policies and outcomes in Sierra Leone for the period 1998-2006. The review explored ways in which public expenditure in agriculture can be made more effective in achieving the Sierra Leone’s development objectives. A key issue for the review was the assessment of how well the Government was making the transition to policies needed for sustained, long-run growth from the post-conflict policies of the recent past. This involved analysis of changes in policies and procedures, and institutional capacity to plan, budget, implement and monitor programmes.
