OPM was commissioned by DFID to examine the factors that shape the policy environment and the actual and potential drivers of change in the Kenya agricultural sector. The intention was that it would contribute to developing a more informed approach to supporting reform within the sector. The analysis highlights ways in which 'voice', particularly of the poor, can be brought out to work collectively to influence institutional change. This feeds into current discussions relating to donor support to the implementation of the Strategy for Revitalisation of Agriculture (SRA) and in particular the role of an Agricultural Policy Support Facility.
