Preparation of a report to summarise the latest research and thinking about informal sector labour markets in developing countries. The paper presents two opposing views of the informal sector labour market: voluntary and involuntary informality. It considers issues relating to the nature, definition and measurement of informal sector labour markets and provides some evidence of how they are evolving. The policy implications of the analysis are reviewed and the report concludes by providing diagnostic criteria for an assessment of the informal sector labour market in any particular country.
