Project Information

OPM developed the initial design of a new transparency initiative in the construction sector - the Construction Sector Transparency Initiative, or CoST - in consultation with DFID. This work involved: the preparation of a Concept Note; consultation on the concept with a Focus Group; subsequent consultation on the concept in the UK, Vietnam, Ghana and Tanzania; the development of an Outline Design for CoST; consultation on the Outline Design with the Focus Group; and subsequent consultation with international stakeholders at an International Forum held in London and hosted by the Minister for Overseas Development. The next stage was to finalise a design of CoST for the pilot phase in the light of the consultations, and to line up an initial group of countries to pilot the design. Visits were made to Philippines, Tanzania, Vietnam and Zambia, which all agreed to pilot the initiative, together with the UK.
