OPM provided two staff members to work closely with DFID officials in developing a framework paper to guide DFID's future support for pro-poor market development. This work linked closely to DFID's target strategy paper 'Can we lift one billion people out of poverty by 2015? Economic growth, equity and security', to DFID's approach to private sector development, and to the preparation of the White Paper on Globalisation.
A consultative process was followed, with discussions across the full range of departments within DFID to ensure that all perspectives were taken fully into account, and externally among NGOs and the research community.
