DFID commissioned several papers to contribute to the continuing process of determining the future roles and structures of the CDC. OPM prepared a paper that identified some of the key issues involved in private enterprise access to and use of formal finance in developing countries. Subjects covered included: broad global tendencies in developing country finance; evidence about the constraints on private sector development in order to position finance amongst these constraints; how enterprise financing patterns in developing countries are impacted by a variety of enterprise-specific and country specific influences; selected empirical evidence about these financing patterns including their differences across different parts of the developing world; and certain institutional issues of relevance to the future shape of enterprise financing including the role of Development Finance Institutions in that future.
