Private Sector Policy
OPM's work focuses on supporting the development and implementation of private sector development strategies, in particular the identification of policy reform and institution-building measures required to foster pro-poor growth. OPM links a strong understanding of the broader development and poverty reduction context with specific expertise and capacity in privatisation and financial sector advisory work.
The overall theme of OPM's work is how to enhance the contribution of the private sector to growth and poverty reduction and the appropriate supporting role of the public sector. We approach the issues both from the perspective of the public sector: how public policy towards the private sector should be developed; and from the perspective of the private sector: the extent and means by which private corporations engage with wider economic, social and environmental issues.
The work of the portfolio covers:
• Private sector policies and strategies
• Improving access to, and the functioning of, markets for poor people
• Competition policy and the regulatory framework
• Privatisation in all its forms to create more appropriate boundaries between the public and private sectors
• Private corporations and the development agenda
Examples of recent work include:
•Advice to DFID Kenya in their considerations of how to support the government’s Private Sector Development Strategy
• Development of a framework to guide DFID's work on "Making Markets Work for the Poor"
• Part of a major study to alleviate the constraints to private sector participation in infrastructure in four Indian states
• Support and advice to the Infrastructure Investment Facilitation Centre in Bangladesh in a variety of fields and sectors
• Output to Purpose Review of DFID's support to the Bureau of Public Enterprises in Nigeria
• Research and policy advice on agricultural marketing privatisation and liberalisation, including studies of international experience
• Reviewing progress with public enterprise reform in Orissa and Andhra Pradesh
