OPM is monitoring a seven-year, DFID-funded health sector support and reform programme. The programme works nationally and in selected priority states, with four areas of focus: sector stewardship, management and finance, service delivery and consumer empowerment. OPM provides independent, objective but supportive monitoring. It has worked with stakeholders to review the programme monitoring indicators and agree the monitoring framework and systems. OPM undertakes regular missions to review the progress of programme across each of the outputs, using data generated by the monitoring systems and review by consultants with expertise in the appropriate fields. Federal government staff join some of the most important missions.

The main quantitative monitoring indicators are measured using household and facility surveys and routine HMIS data from hospitals and primary facilities. The team reviews, analyses and validates data from these sources, working with the programme and Ministry staff on the interpretation of the data and on strengthening data collection and processing. Other, more qualitative indicators, assess progress in stewardship and sector management.
