Project Information

This three year (2010–13) twinning arrangement project on strengthening Ministry of Health capacity in health financing and service purchasing supports the Ministry in four areas:

  1. Capacity building for health policy and strategy development;
  2. Strengthening health budget formation, planning and monitoring at national and oblast level;
  3. Building purchasing capacity and strengthening results-based providers’ payment that motivates providers to deliver efficient, effective, and high quality services to the population; and
  4. Capacity building in financial management and modernising mechanisms of accountability and management in the health sector.

Key factors in the project are knowledge transfer from the OPM team to twinning institutions and the shared responsibility of OPM and the Ministry of Health for delivering on the project outputs.
