OPM was engaged by DFID to support the development of pay, employment, management and organisational reforms in the Ministry of Health (MoH), Cambodia. The objective was to improve staff productivity and sector management effectiveness, with particular emphasis on supplying better health services to poor people. OPM supported a detailed consultative process by a MoH team to define MoH core functions and to determine optimal reform design. This included analysis of health workforce incentives in local labour markets and the preparation of resource projections as the basis for proposing affordable enhanced wage rates for MoH staff. OPM supported a 'functional analysis' to determine work patterns in the MoH as the basis for identifying functions that require accelerated development, and supported the introduction of a simple performance management regime to facilitate better team working.
