Policy Analysis and Policy Development in the Health Sector in Indonesia
Project Information
The overall purpose of the GTZ supported project is that “Health policies and implementation guidelines correspond more to the requirements of a decentralized health system”. The Indonesian Ministry of Health’s Centre for Health Policy Analysis and Development will be strengthened in its role as an analyzing and coordinating body for policy making, especially against the background of stronger decentralization. A systematic link will be established between the national and the decentralized levels (provinces, districts) in terms of analyzing and developing policies and implementation guidelines, and identifying the funds required for their implementation. Participation in policy development and the evaluation of analyses will be standardized and documented in ministerial decrees. Experiences made at local government level will be continuously analyzed and evaluated and fed back into the process.
The project requires a consultancy in the field of policy-advice to provide back-stopping services to the project and to carry out four studies, facilitate two workshops and organize a study tour for high level policy staff.
A. Back-stopping
Provide input on health policy issues as required, covering aspects related to the health policy process and content. Backstopping activities will consist of: (i) technical assistance provided mainly through email exchange between the project and the back-stopper, and (ii) short technical assistance missions twice a year to work on specific issues arising during the project implementation process (potential areas would be policy analysis and formulation, policy process, human resource development in health, health sector reform, etc.).
B. Studies
Four Studies are planned for the 12 month execution period of the consultancy namely:
1. Stakeholder Analysis;
2. Policy process analysis/Policy audit;
3. Knowledge Management; and
4. Human Resource Development.
C. Study Tour
A group of around 10 senior health policy experts from the Indonesian health care sector will visit a public policy “centre” in Asia (e.g., NZ, Australia) and one centre in Europe. The overall objective is to come into direct contact with some best practices in the area of policy analysis and development. Specific topics of interest are:
- Frameworks/models for policy analysis and development
- Knowledge Management to support evidence-based policy analysis and formulation
- Consultation techniques / Stakeholder participation in policy processes
- Communication of policies (public and internal communication)
- Development of policy papers
- Policy evaluation tools
- Human Resources development for policy making
- Links to macro-economic and financing frameworks
- Links to local government policy apparatus
- Inter-unit collaboration on policy development within Ministries of Health
- Policy development guidelines
