Support to the Health Economics and Monitoring & Evaluation Units at the MOHFW / Bangladesh
Project Information
The overall objectives for the whole phase are:
1. To enable the Health Economics Unit to develop as fully functioning policy support unit of the MoHFW
2. To facilitate and support the transformation of the M&E Unit into a programme monitoring unit
1. Health Economic Unit (HEU)
- preparation for the development of an overall program of work with special focus on poverty, gender and health financing
- archiving material, data sets and reports including development of an electronic data base with graduated access adjusted to different user categories
In the area of health financing :
Analysis of country-wide experiences of innovative financing approaches
- for health service delivery
- analysis of current geographic resource allocation
- development of standardized matrix for future resource allocation aiming at equal access to health services for people of all asset quintiles
In the area of health and poverty:
- selected benefit incidence analysis utilizing multiple data sources
- analysis of effective pro poor approaches in public/private health service delivery resulting in recommendations for scaling up in public health services
In the area of Gender
- development of gender sensitive policy research agenda
- ensure gender disaggregated data collection and analysis of public health Expenditures
2. M&E Unit - Facilitation of the 2007 APR
- identify indicator-specific quality sources for data collection
- establishment of an agreed procedure to obtain key indicators for the 2007
- development of a concept for linking with data providers agencies in and outside the sector programme
- brief training of M&E unit staff and partner institutions/organizations on M&E principles to ensure quality standards in data collection and processing
- commission short-term studies if required for complete report on priority indicators
- collection of data on other identified indicators and reconcile discrepancies between different sources
