Project Information

A detailed and practical medium-term strategy for health sector reform was developed in the North West Frontier Province. A logical process of design and implementation was delivered via four components:

  • Component 1 was an institutional analysis and capacity improvement component, emphasising the ability of the Provincial Health Department to undertake the new roles implied by the reform agenda.
  • Component 2 provided a comprehensive sector analysis with emphasis on stakeholders, finance, human resources and legal aspects.
  • Component 3 developed the strategy, drawing upon the sector analysis and the practical activities envisaged.
  • Component 4 provided practical assistance to autonomous hospitals and District Health Services in implementing institutional and programmatic reforms.

The project featured a strong focus on women, children and those living in poverty. Participatory techniques were used throughout, with the team working closely with local counterpart staff in the Provincial Health Department.
