In response to the growing problem of AIDS orphans, the Government of Kenya and Unicef have begun a pilot programme of cash transfers to families caring for orphans and other vulnerable children. OPM is leading the evaluation of this programme to help the Government decide whether, and how, to set it up.

The evaluation will assess the impact of cash transfers on the welfare of the children and their households across a number of dimensions, including income poverty, school attendance and nutritional status. It will use a before-and-after, semi-randomised, controlled design to compare data from a sample of households. It will also look at whether the programme is managing to reach the poorest individuals. It will supplement the quantitative work with qualitative studies, which will include focus groups and in-depth interviews with beneficiaries and their families.

The evaluation will include an operational review, which will assess how well the benefit system is functioning, and a simple costing study. The questionnaires for the baseline survey have been developed and piloted. It is expected to be undertaken early in 2007.
