OPM provided technical support to the Financial Management Reform Programme (FMRP) in Bangladesh, a 5-year programme jointly financed by DFID and the Royal Netherlands Embassy, executed by the Ministry of Finance of the Government of Bangladesh. The assignment involved: (1) developing recommendations for the phased introduction of a Medium Term Expenditure Framework (MTEF) approach to government budget preparation; (2) a review of financial management legislation in Bangladesh to set out the principles upon which a modern financial legislation framework should be based, and making recommendations for the modernisation of the legislative framework for Public Financial Management; (3) strengthening of the various agencies which are involved in external, domestic debt and liabilities management in Bangladesh, which includes a review of debt data monitoring systems and formulation of debt policy; and (4) baseline modelling of macroeconomic scenarios for the Finance Division of the Ministry of Finance and developing a model of the fiscal strategy framework. The consultant provided capacity building support and training to Finance Division staff to become fully conversant with the macroeconomic and fiscal principles underlying the fiscal strategy framework.
