Oxford Policy Management (OPM) is currently designing, developing and delivering a learning programme that enhances the knowledge and skills of UNICEF staff necessary to leverage and influence national budget processes and deliver results for children. The overall purpose of this course is to enable UNICEF staff to become more knowledgeable actors on budget policy issues, to advocate sector strategies aimed at advancing child rights with line ministries, and ensure they are translated into budget allocations and actual expenditures. The objective of the learning programme is that all course participants are able to define the phases of the budget process, examine government budgets and translate this information and analysis into effective budget advocacy, perform or guide the performance of budget analysis and develop a budget advocacy plan in line with national macroeconomic and fiscal frameworks and social protection policies and programmes. Training materials will be developed in the first quarter of 2007 and the course will be rolled out over the next 18 months.
