OPM was contracted by DFID to support the Uganda Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) in undertaking an agriculture sector Public Expenditure Review (PER).  The PER formed part of a global DFID / World Bank programme reviewing public expenditure in the sector, which aims to understand and share international best practice on how governments can better target public spending to maximize agriculture’s contribution to wider economic growth and poverty reduction. The recipients of the study were MAAIF, Ministry of Finance, Economic Planning and Development (MFPED) and the Plan for Modernisation of Agriculture (PMA) Development Partners group. The PER included analysis of patterns of expenditure allocation within the agricultural sector as well as the process of formulation and execution of the agriculture budget. Specific areas of analysis included:

  • Overall trends in expenditure allocations to agriculture, together with the functional and economic breakdown of spending;
  • Assessment of spending against policy priorities and public / private roles in the sector;
  • The composition and performance of spending by different funding sources and modalities;
  • The capacity of the institutions in the sector to formulate and execute their budgets, and make a convincing claim for scarce public resources;
  • The impact of decentralisation on agriculture spending and the accountability of services;
  • Political economic analysis of agricultural budget processes.
