OPM compiled a report for ActionAid International UK on the Global Financing for HIV/AIDS against the background of the fact that developed country financiers have choices in how they channel resources for fighting HIV/AIDS. Finance can either be channelled to existing development agencies and build on several years of experience in designing and implementing HIV/AIDS projects and programmes. Or it can be channelled to one of several new 'vertical initiatives', created with the sole objective of combating the world’s worst disease pandemic. The best example for such an initiative is the Global Fund for HIV/AIDS, TB and Malaria. The OPM report develops a framework for and evaluation of what financing channels produce the best results on the basis of the two fundamental principles that a) a range of aid modalities needs to be available and b) appropriate incentives are needed to meet the particular challenges posed by HIV/AIDS assistance.
