OPM was contracted by the UK Department for International Development to evaluate the impact of the ‘Caribbean Overseas Territories Government Accounting Reform’ (COTGAR) project in three overseas territories in the Caribbean - Anguilla, the Turks and Caicos Islands and Montserrat.  The aim of the COTGAR project was to implement integrated financial management systems in the three territories to support the strengthening of core public financial management functions and promote more efficient and cost effective public financial management.  As part of the evaluation, OPM were assessed the case for further support to the three territories and, subject to discussion with DFID and the governments concerned, the design of a second phase of support to consolidated the gains achieved to date in government accounting.
