Oxford Policy Management has developed an explicit conceptual model of General Budget Support which details the process through which general budget support impacts on poverty reduction. The work includes:
conclusions on the appropriateness, effectiveness and efficiency of general budget support as a mechanism for poverty reduction; findings on the skills and organisational structure that are required to design and manage general budget support; identification of emerging lessons on good practice in the appraisal, design, implementation, monitoring and evaluation of general budget support; identification of appropriate evaluation frameworks for tracking intermediate outcomes of budget support; and three country case studies (India, Mozambique and Uganda) looking at observable links between general budget support, changes in budget and planning processes and potential poverty impact.
