Project Information

OPM provided a consultant to assist the Government of Montserrat to improve the Financial Legislative Framework in Montserrat and gain consensus on the internal auditor’s scope of work. This involved:

  • To prepare the Terms of Reference for the new Internal Auditor position within the Ministry of Finance and agree them with the Financial Secretary and the Accounting Officers
  • To review the Financial Section of the Montserrat Constitution to meet international best practice
  • To review the Financial and Accounting Act, the Audit Act and the  Financial Regulations to reflect the changes in the constitution and to meet international best practice
  • To organise, design and deliver a workshop to promote the understanding of the changed legislation and how this impacts government business.
