A seven-year programme of support to the National Directorate of Planning and Budgeting within the Ministry of Planning and Finance in Mozambique. Work in the first four years involved support to the development of the MTEF, training in cost analysis and policy analysis to improve sector policies and budgets, advice on the coordination of SWAps and support to organisational development within the Directorate of Planning & the Budget of MPF.

The second half of the project focussed on 4 core areas: (1) development of an integrated, multi-sectoral programme for the fight against poverty, PARPA II, for the period 2006 – 2009, to succeed PARPA I and provide a programmatic framework for annual planning and budgeting; (2)  recommendations for incorporating off-budget resource and expenditure flows in the education sector into the State Financial Administration System and to follow-up implementation of the recommendations of the study on off-budget flows in the health sector; (3) designing the programme framework and undertaking the pilot introduction of programme-based budgeting in the health sector, for implementation in the 2007 budget cycle; (4) ensuring that the organisational restructuring, human resource deployment and new management and coordination arrangements resulting from the establishment of the Ministry of Finance and the Ministry of Planning and Development are consistent with the needs for harmonised planning and budget formulation and effective use of scarce human resources.
