An OPM Associate Consultant reviewed the implementation of the Rwandan Medium Term Expenditure Framework (MTEF) in the light of the original three year plan to provide the basis for updating this plan for the next three years. The issues covered included:

  • Reviewing the efforts of the Government of Rwanda (GoR) in preparing the ground for the introduction of the MTEF including the sensitisation of key stakeholders, training and capacity building, and programme planning;
  • Reviewing the GoR’s progress in implementing core MTEF processes and techniques including budget preparation processes, participation and transparency of budget preparation, sector strategies, budget classification, program definition, linkage between inputs and outcomes, monitoring and financial accountability and the macroeconomic framework;
  • Assessing the donor support for the MTEF and the implications for donor assistance;
  • In light of progress on implementation, reviewing the sustainability of the MTEF-government commitment, budget discipline, capacity and donor support;
  • Identifying gaps in the implementation of the MTEF.
