Project Information
In 2006, OPM was awarded a two-year framework contract by the Swedish International Development Cooperation Agency (SIDA), which was subsequently extended by a further two-years, to support its internal capacity in undertaking assessments and diagnoses of systems and capacity for PFM in partner countries. The framework will provide assistance to Sida-staff in the preparation, monitoring and follow-up of PFM reform programmes and projects aimed at reforming parts of the PFM system and contribute to development of SIDA policy and methods in the area of PFM. Work is expected to cover all parts of the PFM system, including planning and budgeting processes, payment systems, accounting systems, procurement, internal and external audit and taxation/revenue systems. Under this framework the OPM consortium has carried out the following projects:
- Rwanda: Public Expenditure Review of the Education Sector to cover intra-sectoral public expenditure allocation issues for the education sector on an annual basis for the period 2001-2006, 2007
- Provided public financial management analysis background papers for a new Swedish cooperation strategies for West Bank/Gaza and Liberia, 2007, 2008,
- To prepare and present a paper at a workshop workshop entitled "Public financial management and aid delivery modalities in fragile states - can we promote ownership and national systems development?" to SIDA staff in Stockholm. The presentation covered experience and lessons learned from recent PFM review work in West Bank and Gaza, Liberia and Rwanda,
- A PFM assessment in connection with an extension of SIDA support to the promotion of agricultural credits in Macedonia,
- PFM Support to Georgia, Moldova and Ukraine.
