OPM was contracted by DFID to undertake a detailed review of the Sierra Leone Public Expenditure Tracking Survey (PETS) programme, including an assessment of its then current methodology, implementation and practice. The assessment covered all PETS completed by the Ministry of Finance from 2001 to 2006, and attendance during the October 2007 PETS field activity. The assessment highlighted strengths and weaknesses in current practice, including issues of ownership and institutional structures, design, sampling, scope, focus within and between sectors, data analysis, report presentation and data dissemination.
