OPM provided an associate consultant to assess the Fiduciary Risk that the Saint Helena Budgetary Aid is used for the intended purposes, is properly accounted for, and it represents value for money. This involved:

  • Government expenditure plans and related development outcomes as expressed in SHG National Strategic Plan and draft Sustainable Development Plan and agreed with DFID in the CPP;
  • The effectiveness of public financial management and accountability systems and practices including the legal framework;
  • Fiduciary risks inherent in these systems and practices;
  • The adequacy of any proposed measures to mitigate fiduciary risk.
