OPM is providing the lead international consultant (Stephen Akroyd) for the design of a Medium Term Expenditure Framework (MTEF) for the agriculture and rural sector in Vietnam. This input is provided as part of the government’s Public Financial Management Reform Programme. The assignment covers agriculture policy, sector budgeting, and public sector financial management more widely. The objective is to assist the government to design and implement the approach in so far as it concerns the total fiscal envelope for the three years starting January 2006. This period coincides with a policy of greater decentralisation of budgetary control to provincial governments and of increased management authority to agriculture institutions rolled out over the whole state sector.
