The Government of the Republic of Zambia (GRZ) and the Department for International Development (DFID) appointed consultants from Oxford Policy Management (OPM) to assist the government and the collective group of donors who were active in Zambia in the consideration and design of an overall framework for the support of poverty reduction policies and public expenditure management reform.
The overall objective of the assignment was to make recommendations on a Proposal and Memorandum of Understanding (MOU) for efficient and transparent management of poverty oriented budget support.
The budget support programme aimed at supporting the poverty reduction and growth stimulating efforts of the Zambian authorities; the aim being to try to develop a more effective and locally owned approach to the provision of financial support to the GRZ and to further the reform process to support long term fiscal stability. It recognised that to date, the traditional project, programme and sector driven programmes have not resulted in the overall improvement of economic conditions or the improvement of poverty related indicators and sought to find a new approach to the provision of support.
