Project Information

DFID is supporting a multilateral donor-funded project to provide assistance to the Government of Afghanistan's reform of pay and grading for all 330,000 civil servants. Proposals have been developed to map all jobs into an 8 grade structure and to increase salary levels to ensure recruitment and retention of the best staff. The reform process is expected to last for 4 years in total and one OPM consultant provided bridging technical assistance to assist GoA in preparing its implementation plans and finalising outstanding policy issues. Training of a dedicated team of counterpart civil servants has also been involved. This section of the project lasted 4 months.

OPM was then contracted by DFID to provide assistance to the IARCSC (Independent Administrative Reform Civil Service Commission) in preparation for the implementation of Pay and Grading proposals for the Afghan civil service.  This assistance will involve;
i) An initial assessment of the pilot implementation of Pay and Grade in the pilot Ministry, including use of the new Manuals.
ii) A revised implementation plan for further rollout of Pay and Grade reforms in other Ministries.
iii) Detailed handover notes and discussions with the new consultants arriving under the IDA Civil Service Reform project.
iv) Enable a smooth transition and transfer of knowledge to the new consultants supporting IARCSC on Pay and Grade reform.
