Independent Policy Research Institute Project (Bunge)

OPM was contracted by DFID Tanzania to design an Independent Policy Research Institution (IPRU). This unit would be located within the Bunge Foundation of Democracy and would provide an additional mechanism to support evidence-based policymaking, linkages between civil society and legislators, and encourage greater accountability of Government. The project involved: a review of the existing provision of research and analysis for parliamentarians, civil society and the media; an investigation into areas of unmet information need; and an examination of the organisational and financial features necessary for a sustainable IPRU.
The team produced a proposal to enable DFID to progress this initiative through to the implementation phase. In addition, OPM delivered a detailed organisational design for the new Policy Research Institution guided by the principles of independence, intellectual credibility, and an ethos of accountability, transparency and inclusion. This organisational design included recommendations for: Governance, Strategy, Financial systems, Research Programme management, Staffing plan, Quality Assurance, Media relations, Communication and dissemination.
