Under a DFID-funded framework contract to provide advisory services in Public Sector Reform, OPM supported the Donor Technical Secretariat (DTS) in Albania which was set up to act as an interface with the Government and to manage the donor co-ordination architecture. The initial stage of the contract involved facilitating the process of donor co-ordination by recruiting and employing a Donor Coordination Officer; planning a training needs analysis to support development of a strategy and programme for capacity building on donor coordination and harmonisation; drafting proposals for a Harmonisation Action Plan; and investigating and recommending options for basket funding to support the implementation of an Integrated Planning System.
