Public Management and Accountability
Effective management of the core policy and decision making processes of government, and of the delivery of public services, is increasingly seen to be of critical importance to development and the reduction of poverty. OPM’s Public Management and Accountability Portfolio is concerned with all aspects of public sector reform, applying experience from international best practice adapted to local circumstances. Our work in this area covers a broad spectrum of activities, including strengthening public policy capability, improving implementation mechanisms and service delivery, performance measurement and management, and enhancing accountability to parliament, the public and the international community.
In addition to providing first rate technical skills in areas such as public policy, human resource and organisation development, review of legislative frameworks and performance management, we also have experience at all stages of the modernisation process, from diagnostic work to project design, through to implementation and evaluation. We have a core of experienced public sector reform consultants supplemented by an extensive, international network of associate consultants and organisations. The portfolio has undertaken work for DFID, the World Bank, the European Commission, NGOs and directly for a number of recipient governments.
Our specialist areas include:
- Reviews of the role, functions and structure of government to identify whether the activities of government are consistent with development goals, social and economic needs and international best practice, and developing practical solutions to any problems identified.
- Strengthening the centre of government including working with Cabinet, Permanent Secretaries, policy makers and public service management bodies.
- Designing policies, strategies, programmes and projects to support public sector modernisation, includingmodernisation of human resourcemanagement processes
- Diagnosis, design and implementation of public sector performance management frameworks and systems.
- Ensuring that public sector modernisation activities are relevant, practical and sustainable.
- Identifying and addressing public service management training and development needs in the public service.
