Project Information

As part of a comprehensive public sector reform programme, OPM provided support in two key areas;

  • The design, assessment and introduction of an integrated medium term planning and budget process for the PNA
  • The development of a National Training Strategy for the public service

The overall, longer-term purpose of the first area of technical assistance was to provide support to the Ministry of Planning (MoP) and Ministry of Finance (MoF) in integrating their Medium Term Development Plan (MTDP) and the Budget of the Palestinian National Authority (PNA) and developing a medium term planning and budget process (MTP&BP). The specific outputs of the first phase were; 

  • The implementation of essential enhancements to the process in order to improve the quality of plans and budgets for the next financial year for two pilot Ministries (health and education);
  • a detailed analysis of the public sector capacity constraints and current processes as a basis for preparing a detailed policy and implementation plan for further reforms, and;
  • design of a detailed approach and policy in relation to planning and budgeting practices and production of the relevant guidance materials, process notes and formats.

In the second area of work, OPM assisted the General Personnel Council to develop an overall policy and approach to the training and development needs of the public service and provide support for implementation of the strategy. This included developing the policies, procedures, training plan and delivery mechanisms and specifically, designing a leadership development programme and establish a National Public Administration Training Institute.
