OPM provided a small team to assess the short and medium term fiscal implications of the Government of Rwanda’s (GoR) planned changes in its public sector salary structure. Working closely with the Ministry of Public Service and the Ministry of Finance and Economic Planning in GoR, the team examined the proposed salary structure and its extension to all public servants and critically examined existing work on the potential fiscal implications. The consultancy focussed on assessing recent and medium-term changes in reform; outlined data problems and suggested possible solutions; and presented options for making the reforms fiscally neutral and/or in line with sustainable fiscal finance over the medium term.
