OPM was commissioned by the Department for International Development to mainstream the National Strategy for Socio-Economic Development, the Albanian Poverty Reduction Strategy Paper in the public policy process. The Government of Albania has adopted a proposal to establish a broad planning and monitoring framework, known as the Integrated Planning System, designed to ensure that the core policy and financial processes function in a coherent and efficient manner. In this context, the project has been supporting the new Department of Strategy and Donor Coordination at the Prime Minister’s office to fulfil its mandate, which is to improve the effectiveness of decision making at the centre of government.

The Department is, among other things, responsible for the preparation of a new National Strategy for Development and Integration, which aims to address the twin challenges of poverty reduction and the European Union accession process. The project is assisting with the coordination of the sector strategies that underpin the new strategic planning framework and works to ensure that they are linked with the medium-term budget process. Specific support is provided to the development of a social inclusion crosscutting strategy. Finally, emphasis is placed on the quality and sustainability of the consultation process through the strengthening of ties between line ministries and non-government policy stakeholders.
