Gender Analysis: Sfantu Gheorghe Municipality Project

As part of the European Bank for Reconstruction and Development’s (EBRD) Gender Action Plan, a pilot project to mainstream gender in the Municipal and Environmental Infrastructure sector is to be developed and implemented.
OPM have been selected to undertake the Sfantu Gheorghe Municipality Project for street and lighting rehabilitation.
The project entails modernisation of streets and public lighting in the centre of Sfantu Gheorghe. Streets rehabilitation works of approximately 30km of primary and secondary streets will include the renewal of pavements, building new central pedestrian areas including the upgrade of sewage and water pipeline along the streets.
Urban development and rehabilitation are often seen as gender neutral, but this is often not the case. When gender needs are not taken into consideration in planning the lay-out of streets, identifying pedestrian areas and identifying traffic control mechanisms and transport services, the needs of a large section of the population may not be met.
OPM have been asked to identify how and where current plans, with respect to the rehabilitation of the roads, lay out of pedestrian areas and street lighting may be adapted to better take into account the respective needs and priorities of men and women in Sfantu Gheorghe.
