Tools for Institutional, Political & Social Analysis (TIPS)

OPM was contracted by the World Bank to develop resources for applying social analytical concepts and tools to the study of policy reform. OPM has produced a Sourcebook together with an E-Learning course, entitled 'Tools for Institutional, Political & Social Analysis (TIPS) of Policy Reform'. The sourcebook builds on the experience of five years of World Bank and DFID engagement with Poverty and Social Impact Analysis (PSIA*).
The TIPS framework presents three levels of analysis when considering the distributional impact of policy reform: (1) Macro: the country and reform context; (2) Meso: the policy implementation process; and (3) Micro: the impact of policy reform. The sourcebook shows that tools from a range of disciplines are useful for policy analysis, particularly if they utilise robust data backed up by good quality analysis and contextual understanding. Furthermore, experience with policy analysis to date underlines the effectiveness of combining methods and data, as illustrated by case study material presented in the Sourcebook. While the tools in TIPS are presented for use in PSIA they can be applied equally to policy analysis more broadly. TIPS also promotes a participatory approach that promotes dialogue amongst a broad range of stakeholders in the policy process.
* Poverty and Social Impact Analysis (PSIA) refers to the analysis of the distributional impact of policy reforms on the well-being or welfare of different stakeholder groups, with particular focus on the poor and vulnerable. This Sourcebook introduces a framework as well as tools for institutional, political, and social analysis (TIPS) in PSIA. It is intended primarily for practitioners who undertake policy analysis in developing countries. The Sourcebook provides illustrative guidance on a range of tools and their application.
