Quantitative information for policy and programme development
There is increasing recognition of the need for policy development and programme design to be informed by reliable evidence and for effective subsequent monitoring and evaluation. This often requires increasingly sophisticated and specific information that lies outside the remit of national statistical agencies. OPM meets these needs through:
- The capacity to formulate and answer policy questions with appropriate data analysis, and to facilitate an informed dialogue with managers and other stakeholders around the issues to be addressed and the implications of the findings. The findings commonly inform national development policy objectives, often within the framework of national Poverty Reduction Strategies.
- Strengthening the monitoring and evaluation of projects and programmes across a range of sectors, and improving the interface of monitoring with national statistical systems.
- The design of surveys to collect data for policy and programme development, monitoring and evaluation, particularly in health and education. They include service delivery surveys that assess the functioning of the service provider, both at the facility level and further up the organisational chain, and public expenditure tracking surveys that monitor the flow of public resources to these service delivery units.
