Summary:
The 2008 Report on Monitoring Resource Flows to Fragile States and Conflict-Affected Situations provided policy-makers and country offices with a tool to better monitor the levels, timing and composition of resource flows to fragile states and expected results. The report monitors data on Official Development Assistance (ODA) flows and non-ODA flows (aid-like flows from non-Development Assistance Committee donors (states and non-state donors), peacekeeping expenditures, foreign direct investment, trade, remittances, and domestic revenues). The findings from the monitoring work is fed into existing country level and regional level meetings in the course of 2009. Helping to facilitate discussions on the predictability of aid, on absorptive capacity constraints, and on linking country-level processes with strategic discussions in capitals.
