OPM helped DFID Rwanda to finalise an Access to Finance (AFR) programme in Rwanda. The objective of the AFR programme is to broaden and deepen the financial sector in Rwanda. The scope of the Economic Appraisal was to assess the net benefit of the proposed DFID intervention, over and above a specified counterfactual. The appraisal was conducted by an independent consultant compared the net benefits of potential design options, recommending the set of options which present the higher benefit/cost ratio. The OPM team briefed the selected consultant to ensure clear understanding of the overall AFR programme and access to possible data and other evidence available to undertake the economic appraisal.
